As Japan was rocked by pollution scandals and an oil shock that marked the end of the period of high-growth in the late 1970’s,
there was a change in focus from quantity to quality, and from affluent lifestyles to shrewd living. 
NDC produced many unconventional public announcements highlighting issues facing Japan.
